When parents physically punish children they are responding to their own frustration and not to the need of the child.
If an adult physically punished another adult, that would be an offence, why should children be treated any differently.
More support needs to be provided to families around controlling behaviour so that parents don't feel that their only option is physical punishment.

Parents and carers will need additional support and guidance on how best to manage challenging behaviour. We don't want parent to feel that they have lost authority over the children and for families to break down due to behavioural issues.
